IT IS STILL POSSIBLE TO LODGE PAPER APPLICATIONS FOR SOME VISAS. ONE EXAMPLE IS THE SUBCLASS 155 RESIDENT RETURN VISA. HERE IS WHAT THE SCHEDULE 1 CRITERIA SAYS VISA LEGISLATIVE INSTRUMENT 16/088 REFERRED TO IN ITEM 1128(3)(A) :

- b) Application by an applicant who is outside Australia must be made at a diplomatic, consular or immigration office maintained by or on behalf of the Commonwealth of Australia.
Note there is also an extra non-internet charge of $80 set by Reg 2.21C(9)! If the extra $80 is not paid it is not a valid application.
An Immigration advisor once had an urgent reason to file a subclass 155 visa application and it would not be accepted over the counter at the Department’s Office at 26 Lee St Sydney even though that is where a courier can deliver it to. The solution was to rush to the nearby PACK & SEND Courier Service at 27-31 Regent St, which delivered the application in a matter of minutes. Life is absurd at times!
